The holistic view of national security, raised by President Xi Jinping in 2014, is a broad concept and encompasses more than 10 major fields. Each of these fields is closely relevant to Hong Kong.

 

First, political security includes system and ideology security and is considered the fundamental task for national security, and plays a decisive role in other fields of national security. 

 

In Hong Kong, the enactment of the National Security Law for Hong Kong, the electoral system reform, and upholding the principle of “patriots governing Hong Kong” are meant to comprehensively and accurately implement the “One Country, Two Systems”. The goal is to ensure political security and the long-term and steady implementation of “One Country, Two Systems”.

 

It includes the security of territory, natural resources, and infrastructure facilities and military security to refers a state in which the country is free from external military invasions or any threat of war. 

 

Hong Kong has been part of the territory of China since ancient times, and after its return to the motherland, the Hong Kong Garrison of the People’s Liberation Army has been performing the mission of safeguarding Hong Kong. In recent years, some people advocated the “Hong Kong independence” and the “mutual destruction” scheme. Vigilance and precautionary measures must be taken against them.

Amid the penetration of external ideology and the corrosion of negative cultures, culture security is an important spiritual pillar in ensuring the independence and dignity of the country and the nation. Culture security also includes to enhance and develop the fine traditional Chinese culture.

 

In Hong Kong, national security education will help students correctly understand the Basic Law and the constitutional status of the Hong Kong Special Administrative Region, and to cultivate national awareness, identity and affinity among students. The freedoms for artistic expression and creation are protected by the Basic Law, but when one exercises such freedoms, he or she must abide by Hong Kong’s laws and regulations, and must not have any acts that harm the country and national security.

In recent years, social security has become a concern of the public. Social security includes public security and health. In 2019, the anti-extradition bill protests morphed into waves of massive violence, and the COVID-19 pandemic is also seriously threatening the lives and safety of people. The disciplined forces and the medical teams in Hong Kong have played important roles in safeguarding social stability and public services in the city.

 

Economic security is the foundation for national security and development. In recent years, the fast growth of the Chinese economy has been an aspiration for the world. 

 

Hong Kong, as an international financial center, is inevitably caught in the big-country rivalry. The government of the Special Administrative Region has remained resolute in defending the pegged exchange rate for the Hong Kong dollar against the US dollar, and in maintaining the stability of the financial markets, and all segments of the financial market have been operating smoothly and safely. By June 2020, Hong Kong had played host to 9,025 overseas and mainland companies as their regional headquarters, regional offices and local offices. It is obvious that the number of overseas investors in Hong Kong remained stable and their confidence in Hong Kong has remained strong.
